Accident & Investigation Bureau is empowered by an Act of parliament of the government of Nigeria and was established to investigate accidents and incidents and to make recommendations. The AIB is not a regulatory agency and cannot enforce recommendations, it however monitors the implementation of its safety recommendations. The Ethiopian Civil Aviation Authority (ECAA) was established in 1944 to administer and handle all airport and civil aviation matters. On this same year Ethiopia became a founding member of International Civil Aviation Organization (ICAO). In 1951 ECAA established a training center under the project of ICAO/UNDP technical assistance program, which was later named as Ethiopian Civil Aviation Technical School. This technical school trained students in various career disciplines such as Aircraft Maintenance, Meteorology, Air traffic, Radio Maintenance and Communication. It played a very important role as a source of skilled manpower for aviation industry in Ethiopia until its closure in 1962. The ECAA works to ensure safe, efficient and economic air transport(Civil Aviation) service through the enforcement of international and national laws, regulations and rules as well as implementing progressive development plans with respect to aviation.
